Controlled Goods
The Controlled Goods Program is a Government of Canada industrial security program that helps prevent the profileration of weapons of mass destruction and conventional weapons.

Anyone who deals with controlled goods and controlled technology in Canada is required to register with the Controlled Goods Directorate at Public Works and Government Services Canada.

International Traffic in Arms Regulatons (ITAR)
International Traffic in Arms Regulations (ITAR) is a set of United States (U.S.) government regulations that control the export and import of a wide range of defence-related articles and services identified on the U.S. Munitions List — a number of which have both commercial and defence applications.

ITAR regulations dictate that information and material relating to defence and military related technologies may only be shared with U.S. persons or corporations, unless otherwise approved by the U.S. Department of State.

These regulations are universally applied to defence-related exports and imports of defence-related materials, including with Canada.

ITAR regulations prohibit trading defence-related articles and services with a proscribed list of countries. This includes:

  • Canadian citizens holding dual citizenship with a proscribed country
  • Canadian citizens born in a proscribed country
  • Canadian citizens with significant ties with a proscribed country

Industrial and Regional Benefits (IRB) Policy
Canadian defence procurement projects valued at more than $100 million are subject to the conditions of the Industrial and Regional Benefits Policy, which is administered by Industry Canada. For projects between $2 million to $100 million, application of IRB requirements is discretionary.
